How to Open a Payoneer Account: Documents, Fees and Approval

To open a Payoneer account, start from Get started on payoneer.com, choose an individual or company account, enter your contact and ID details, add the bank account you will withdraw to, and submit. Payoneer says applications are usually reviewed within 3 business days, and it can ask for documents before it approves one.

This guide covers what to have ready, what happens after you submit, and what the account costs to keep. If you are comparing wallets, see also the Skrill e-wallet.

Key takeaways

What You Need Before You Start

Most applications stall on paperwork rather than on the form itself, so it pays to collect the documents first. Payoneer may not ask for all of them at sign-up, but these are the ones its verification team accepts when it does ask.

What Payoneer checksDocuments it acceptsDate rule
IdentityNational ID, driver licence or passport (government-issued)Must be valid, not expired
Home addressUtility bill (internet, TV, gas, water, electricity or city tax), or a bank or credit card statement or account confirmation letterDated within the last 6 months
Home address, alternativeA tax document issued by the tax authority where you liveIssued within the last 12 months
Bank account ownershipAn official bank document showing the bank name, full account number and your full name; an online-banking screenshot with the site address also countsIssued within the last 3 months
Company accountsCertificate of registration or incorporation, tax document, business licence or proof of company activityVaries by country

The address document must show your name and the exact address you typed into the application. A visa or a passport stamp is not accepted as proof of address, and the accepted list differs in China, Japan, Korea, Turkey and Ukraine.

Opening the Account, Step by Step

The screens change by country and by account type, but the order of the application stays the same. Use the name exactly as it appears on your ID from the first screen onward, because a mismatch is one of the listed reasons for a rejected document.

  1. Open payoneer.com and select Get started.
  2. Say what you will use the account for, such as receiving payments as a freelancer or as a seller, and choose an individual or company account.
  3. Enter your name, email address and date of birth, then your home address and mobile number, which is confirmed with a code sent by text message.
  4. Set a password and a security question, select your country, and enter the type and number of your ID document.
  5. Add the bank account you will withdraw to: country, currency, bank, account holder name and account number or IBAN.
  6. Submit the application and keep an eye on your email, including the spam folder.

Payoneer lists a card option during the application in some locations. Where that option is missing, the card is ordered later from the account, as described below.

After You Submit: Review and Verification

Payoneer says applications are usually reviewed within 3 business days, and that it confirms an approval by email. Before approving, it can ask for extra information or documents, and those requests arrive by email and in the Verification Center inside the account.

To see where a document stands, sign in, open Settings from the profile icon, choose Verification Center and look at the History tab. A document that was not accepted comes with an email that gives the reason, and a new request appears under the Required tab.

The reasons Payoneer lists for a rejected document are practical ones:

  • the image is blurred, cropped or not in colour, or a hand or camera flash covers part of it;
  • the document is expired, too old for its date rule, or password protected;
  • the name or address on it differs from the one in the application;
  • it is a different type of document from the one requested.

What the Account Costs to Keep

Payoneer lists no fee for opening the account, but notes that a registration fee may apply in certain countries and that some account types must be on an annual plan in parts of the world. What you pay afterwards depends on how money moves in and out. The table uses Payoneer pricing page, last updated on 1 January 2026.

What you doFee Payoneer lists
Receive from another Payoneer customerFree
Receive into a receiving account in your local currencyFree
Receive into a receiving account in another currency1% (minimum 1.00 USD or equivalent)
Withdraw to a bank in your country, in local currency (listed countries)For example USA to USA: 1.50 USD
Withdraw to a bank in another currency or country1.2% to 4%; a minimum of up to 20.00 USD in some countries
Move money between your Payoneer balances0.50%
Annual account fee29.95 USD, only if you receive less than 6,000 USD in 12 consecutive months
Annual card fee29.95 USD
Cash withdrawal with the card, same currency3.15 USD plus up to 1.8%
Card replacement12.95 USD

The annual account fee is the line that surprises new users. It can only be charged 12 months after registration, and on the charge date Payoneer looks back over the previous 12 months: 6,000 USD or more received means no fee. An account that received 4,000 USD in that year pays 29.95 USD, about 0.75% of what came in.

If the balance is too small to cover the fee on the day it is charged, Payoneer takes whatever is there, down to zero. Paying a one-time 39.90 USD to move from the Lite plan to Premium waives the annual account fee for the following 12 months.

Ordering the Payoneer Card

The card is not automatic. Depending on your location, it is offered during the application or ordered afterwards: sign in, select Payoneer cards, choose Order card and follow the steps. The first card can be sent by express shipping; standard delivery is free. If the Order card button does not appear, Payoneer points to its card eligibility conditions, which differ by location.

The card draws on your currency balance but is not the same pot. Payoneer moves funds onto the card automatically once an hour while the card holds less than its daily limit, and you cannot top it up by hand. Spending and ATM limits are set separately and shown in the card details.

Exness

Ordering a card does not change the annual account fee. It adds its own annual card fee of 29.95 USD.

Withdrawing to a Bank in Your Country

Withdrawing in your local currency to a bank in your own country is the cheapest route out, and Payoneer offers it only in listed countries. For readers in the Gulf the list matters: Saudi Arabia is on it, while the United Arab Emirates does not appear on the pricing page list, so a withdrawal from a UAE-based account falls under the 1.2% to 4% band instead.

The same pricing note says fees depend on the sender, the recipient, the payment method and the currency corridor, and that the exact figure is shown before you confirm. Treat the table above as the published range, and the confirmation screen as the price.

Using Payoneer With a Forex Broker

Payoneer is not a way into a trading account by default. Whether a broker takes it, and in which form, is set by the broker on its own deposit page. Check the broker funding list before you plan around it; our guide to forex deposit and withdrawal methods sets out what to compare.

Paying a broker with the Payoneer card is a card purchase, so the card fees apply on top of anything the broker charges: up to 1.8% without a currency conversion and up to 3.5% with one. Also ask how the broker pays a withdrawal back to money that came in this way, and confirm it before the first deposit rather than after it. The common snags are covered in forex withdrawal problems.

When Payoneer Is Not the Right Account

Payoneer is built for people who are paid by clients, marketplaces and companies abroad. If that is not you, the account can cost more than it saves.

  • If you expect to receive less than 6,000 USD a year, the 29.95 USD annual account fee takes a noticeable share of it.
  • If your country is not on the local withdrawal list, every withdrawal pays the 1.2% to 4% band.
  • If you only want a wallet to fund a broker, check first whether your broker accepts it at all.
